Ingredients
- 1 lb white fish (cod, halibut, or tilapia), cut into strips
- 1/2 cup flour
- 1/2 cup cornstarch
- 1/2 tsp baking powder
- 1/2 tsp salt
- 1/2 tsp paprika
- 1 cup cold sparkling water or club soda
- Oil, for frying
- 8 small corn tortillas
- 1 cup shredded cabbage

Directions
